In BC, only the holder of a valid Blaster's Certificate issued by WorkSafeBC, or acceptable to WorkSafeBC, is permitted to conduct or direct a blasting operation, and then only if the work involved is within the scope of that certificate.
To achieve certification, BC blasters must provide documentation (see Letters of character, experience and competency PDF (129 KB)) supporting their practical competency and pass a WorkSafeBC oral and written exam. WorkSafeBC has a process to recognize blasting certificates from other Canadian jurisdictions. Out-of-jurisdiction blasters must register, complete an application form, and familiarize themselves with the Occupational Health and Safety Regulation. WorkSafeBC's Certification Services will issue blasting certificates to out-of-jurisdiction workers in accordance with the level of certification they have obtained from their originating jurisdiction. A certificate from a non-Canadian jurisdiction may be acceptable as proof of experience. However, the certificate must be accompanied by a statutory declaration indicating that the candidate has at least 6 months of work experience in the blasting category in which he or she wishes to be certified. For information about the examination process, see the Frequently Asked Questions for Blasting on the Safety at Work web site. For information about blasting specific to the oil and gas industry, see Oilwell Perforators Safety Training and Seismic Blaster Safety Training. The Canadian Avalanche Association offers a course in Avalanche Control Blasting. Regulations and related materials
