While building grade a hydraulic excavator sat on a short fill area while the Operator replaced a tooth on the bucket. When he raised the boom to resume work, the road gave way, carrying the excavator 900 feet down a 45-55 degree side hill. The Operator was found about 400 feet down the slide with fatal head injuries.
